The Upper Green Bay Basin proper includes most or all of Forest, Florence, Marinette, and Oconto Counties, and small portions of Langlade, Menominee, Shawano, Outagamie, and Brown Counties for a total of 4,063 square miles. However, for work planning and staffing purposes, the Wisconsin Department of Natural Resources (WDNR) included Forest, Florence, and Langlade counties in the Headwaters Basin. The reduced Upper Green Bay Basin area (2,753 square miles) is comprised of all or part of 16 subwatersheds. Major river systems in the basin that drain to Green Bay include the Menominee, Oconto, Peshtigo, Suamico, and Little Suamico rivers. The bay also receives water from the entire Fox-Wolf Basin.
