  1. Workshop Discussion
    Two consultants conducted a workshop on forming, maintaining and evaluating watershed partnerships. The first, Jim Haveman, Conservation Resource Alliance, framed the intent and preparation of a partnership agreement. Included in his presentation were the following handouts; a Draft Partnership Agreement for the Milwaukee River, Samples from Watershed Work, a booklet "Developing Partnership Agreements", Seeking Signs of Success, and a copy of the overheads used during the presentation. The presentation walked the group though the definition and development of partnership agreements. The message Jim left with the group was that partnerships need participation by all members and should include as many stakeholders as possible. Partnership agreements are action orientated. They help to increase common ground among partners and to raise the knowledge of people and partners in the watershed. The partnership process teaches people to compromise and agree to disagree in order to work together toward a common goal.

    Cheryl Contant, University of Iowa, discussed practical ways to evaluate effective watershed partnerships. She gave each member a copy of the overhead sides used during the presentation and a set of questions to guide the partnership in laying the groundwork for evaluating our watershed partnership. The message from Cheryl is that the group needs set realistic expectations and identify ways to evaluate the impact of their work and not just collect data on what has been done.

    The members then broke into small work groups to work through the worksheet provided by the consultants. Afterward the group worked on listing potential partners to be included in the future (see attachment).

  3. Work Group to Draft Partnership Agreement:
    The following people volunteered to work together on drafting a partnership agreement for discussion at our next meeting.

  4. Upcoming meeting dates and time:
    The Partner team identified the following dates for future meetings.

    • December 9

    • January 12

    • February 23

    We agreed to try 10 am to Noon as a regular meeting time.

  5. Volunteers to host upcoming meetings:
    As we move our meetings to different sites in the basin, we will take turns hosting the meetings. People who expressed interest in hosting upcoming meetings included:

    • Buffy Cheek, Schlitz Audubon Nature Center

    • Dave Fowler, MMSD

    • Jim Lubner, UW-Sea Grant

    • Frank Trcka, DNR (Harrington Beach - be sure to check that the water is turned on - it may be turned off for the winter)

  6. Items for December 9 agenda:
    The Partner team agreed to include the following items on the agenda of our next meeting:

    • Discuss draft Partnership Agreement

    • Develop list of goals

    • Select a third co-chair

    • Discuss expanding the membership of the Partner Team

  7. Our next meeting will be held:
