  1. Welcome and Introduction
    The first meeting of the Milwaukee River Basin Land & Water Partner Team Executive Committee was held at the Milwaukee Metropolitan Sewerage District with Dave Fowler serving as host. Co-Chair Angie Tornes opened the meeting at 10:00 a.m. Joseph Greco, the Village President of Menomonee Falls, was introduced as a new member. Steve McCarthy, a Senior Project Manager with MMSD, was also introduced.

    It was announced that the Ozaukee Country Land Trust made a $500 contribution to the Partner Team ­ allocated for the Watershed Map/Brochure. Thank you.

  2. Review of Partnership Mission, Goals
    After reviewing the agenda, Angie Tornes reviewed the five Partner Team goals and summarized the partnership agreement and vision statement. Copies of the Partnership Agreement were handed out for signatures. Some of the attending members stated they would take the Agreement back to their organization in order to have the appropriate official sign the document. The following Agreements were submitted: Dave Fowler (representing himself; he will obtain an official signature representing MMSD), Walter Schmitt of Conrad Technologies, Angie Tornes of the National Park Service, Joseph Greco (representing himself), and Gretchen Messer of UW-Extension.

    A copy of the final Partnership Agreement will be sent to all the Partner Team members not attending the meeting (including non-Executive Committee members).

  3. Review of Executive Committee Operative Structure
    Angie Tornes led a discussion of the proposed "terms of appointment", which can be 1 or 2 year appointments. It was decided that a maximum of _ of the Executive Committee members could be appointed for a 2-year period. The attending members (Steve Seyfert, Andy Holschbach, Gretchen Messer, Walter Schmitt, Steve Skavroneck, and Joe Greco) stated they would be willing to serve for 2 years each. Angie Tornes and Dave Fowler, as Co-Chairs, have 1 year appointments by default based on their positions. It was agreed that the appointment year would begin with January 2001.

    The need and value of Partner Team evaluation was discussed. It was agreed that the Executive Committee would meet quarterly and that the short term goals should be reviewed at each meeting. Some progress in meeting the short term goals should be evident within this time frame. Progress on the Partner Team's long-term goals would be assessed annually.

    Andy Holschbach raised the issue of ensuring and maintaining involvement of the Partner Team members who were not on the Executive Committee. It was discussed that their participation would be necessary at the sub-committee or task force level.

  4. Status of Partnership Management
    As discussed at the previous Partner Team meeting, Gretchen Messer established a list-serve through the University Extension. The list serve includes all current members who have email, and was developed to ease the distribution of meeting minutes and other documents and to encourage discussion and sharing of information between partner team members. A Member Information form will be sent to all members to update the membership mailing and email listings. Those members with questions regarding the use and availability of the list-serve should contact Gretchen Messer.

    The content of the Milwaukee River Basin Partner Team website operated by UW-Extension (http://clean-water.uwex.edu/milwaukee) was discussed. The Partnership Agreement will be placed on the website. Gretchen Messer will look into the possibility of allowing organizations to sign the Agreement on the web. In the meantime, the Agreement will be posted, stating that interested organizations can print the Agreement and send it to the Partner Team (c/o Gretchen Messer at UW-Extension). Karen Boren, the DNR LTE, had developed a listing of resource management websites. It was agreed that this listing, as well as a listing of the Partner Team member organization websites, would be posted to the website.

    Angie Tornes and Frank Trcka were reviewing/developing a list of environmental groups and historical organizations which may be interested in joining the Partner Team. Steve Seyfert had submitted a list of such organizations for review. Letters of invitation will be sent to these organizations.

  5. Review of Selected Projects for Current Year

      Newsletter
      Gretchen Messer handed out a proto-type for a Partner Team newsletter that would be sent to members and available to the general public. The four-page newsletter would initially be developed quarterly. Steve Seyfert agreed to brainstorm ideas for the newsletter title. It was also suggested that the logo be incorporated in the newsletter. It is planned that the first newsletter would be available by January 1, 2001. Partner Team members will be solicited for submissions regarding news events, activities that their organizations were sponsoring, etc. Submission deadline for the first newsletter will be November 15, 2000. A calendar of events will be placed in the newsletter; requests for calendar items will be posted to the list serve. members interested in obtaining a copy of this draft newsletter should contact Gretchen Messer.

      Conference/Workshop
      Steve Skavroneck requested a summary of the proposed Conference/Workshop. A general discussion presented that this conference - planned for 2001 - was intended to let people know what is going on in the watershed; what various other organizations are doing. It would also be a forum for the Partnership for publicity and for gaining feedback on its future activities.

      Angie Tornes announced that Lillian Boese of the River Revitalization Foundation Inc. had expressed an interest in leading the conference planning efforts. A task force for planning this conference was established; Steve Seyfert, Steve Skavroneck, Angie Tornes and Dave Fowler volunteered. An announcement requesting other interested Partner members to join would be posted on the list serve. Interested members were to contact Angie Tornes or Dave Fowler by September 20th.

      Map/Brochure
      Gretchen Messer, Angie Tornes and Dave Fowler volunteered to work on the map/brochure task force. An announcement requesting participation from other Partner Team members will be posted to the list serve. As stated above, interested members are to contact the co-chairs by September 20th. Possible use of corporate sponsors and member dues was tabled for later discussion.

      Land Use Plan Workshop
      Gretchen Messer summarized a proposal the Partner Team had made in response to an RFP by the University of Wisconsin Department of Urban and Regional Planning regarding a graduate-level studio project. This class would be scheduled for the Spring 2001. The proposal requested a study assessing the successful use of land use plans by communities in the Milwaukee River Basin. The final products would include a report to local officials and presentation of the findings at the Partner Team Workshop/Conference. The Department faculty had not selected the studio's project at the time of the meeting. Gretchen Messer would notify the Partner Team of their final determination when announced.

      Grant and Internship Opportunities
      The EPA Education grant, previously sent to all Partner Team members, was discussed. Steve Skavroneck stated that this was one of the EPA's most competitive grants.

  6. Review of Existing Basin Reports to Date
    Angie Tornes presented summaries of several basin reports that had been completed by various agencies for the Milwaukee River. A discussion of the Priority watershed Program and the Remedial Action Plan ensued. It was agreed it would be interesting to see a progress report on the cumulative benefits to the Milwaukee River resulting from these efforts.

    It was requested that an update of the State of the Basin Report, being prepared by the DNR, be placed on the agenda for the next meeting. members were instructed to review the State of the Bay report prepared for Green Bay as a good example

  7. Long Term Planning: Management Preferences/Goals for 2002 and 2003
    Angie Tornes lead a discussion of what the Executive Committee would like the Partnership to be doing by the year 2003. The results of this discussion would be used as a guide as the Partner Team evaluates its progress on projects and on organizational management. The following items were identified:

    • Representation throughout the basin

    • The organization should have credibility

    • Strong hands-on projects, visible to the public

    • Public enthusiasm

    • Public recognition

    • Ability to transfer work/good projects around the basin

    • Consistent public view/understanding of local water quality

    • Watershed identity by the public

    • Evidence of effective public education.

  8. Next Meeting Date
    The next Executive Committee meeting will be held:

    December 1, 2000, from 10:00 a.m. to noon

    The meeting was adjourned at 12:00 noon with no comments from the public.
