  1. Welcome and Introductions
    The June 15, 1999 meeting of the Milwaukee River Basin Land & Water Partners was held at the Great Lakes Research Facility in Milwaukee. Jim Lubner served as host. Co-Chair Steve Seyfert welcomed everyone to the meeting and thanked them for coming. Jim then offered some general information regarding the facility and logistics for the meeting.

  2. Current Issues and Opportunities

    • Sharon Gayan provided information on the upcoming public listening sessions regarding the Non-Point Program Redesign project. The Department will hold a listening session in Milwaukee on June 17th, 1999. Partner members are invited to attend and provide input.

    • Frank Trcka provided an update on the Mid-Kettle Moraine issue, which Paul Hayes from the Kettle Moraine Task Force spoke on at a previous partner meeting. Frank indicated that partners from the basins containing parts of the Mid-Kettle Moraine area would be invited to a meeting on July 21st.

    • This meeting will be to assist the Department in developing a process to address the issues raised in the Mid-Kettle Moraine Task Force Report. The meeting will be held at Lapham Peak starting at 1:00 p.m.. Presenters from the Department, the Ice Age Trail Foundation and the Mid-Kettle Moraine Task Force will participate in the meeting. Invitations will be sent out during the first week of July.

    • Dave Fowler indicated that work would be starting soon on construction of the Green Tree detention basin as part of the Lincoln Creek Flood Control Project.

    • Angie Tornes reported on a grant opportunity. The American Green Ways Grant Application deadline is coming up on June 30th. This grant can be used for greenway development, planning conferences, brochure production, and trail development. There is a maximum grant allocation of $2,500 available.

  3. Presentation on Contaminant Sediment Issues in the Milwaukee River Basin
    Steve Westenbroek, DNR Water Resources Engineer, gave a presentation on contaminated sediments in the Milwaukee River. Steve summarized the results of the Milwaukee River PCB (Polychlorinated Biphenyl) Study for the group. The removal of about 700 Kg (1540 lbs) of PCB from Ruck Pond on Cedar Creek resulted in a significant decrease in the mass of PCB that reaches the Milwaukee River. However, the 500 Kg of PCB in Columbia Pond, along with the over 5000 Kg of PCB in the Estabrook Impoundment, must be cleaned up in order to further reduce PCB levels in sediment, water, and fish.

  4. Presentation by Allison Semandel
    Allison Semandel, Land Use & Transportation Specialist with Citizens for a Better Environment (CBE), gave a presentation on CBE's 2040 Study on Urban Sprawl in Southeastern Wisconsin. The hypothesis of the study is that spread out development is more costly than compact development. The population in Southeastern Wisconsin is not growing very much, but land use development is still expanding. Over 155,000 acres of farmland will be lost if this trend continues. The 2040 Report discusses the livable neighborhood concept as a means of reducing urban sprawl.

  5. Partnership Agreement Distribution Work Group Report
    Steve Seyfert reported that this group met on June 13th. The group is working on refining the list of prospective partners and is developing a strategy to recruit prospective partners to sign the partnership agreement.

  6. I & E Work Group Report
    Carolyn Johnson reported that the Information and Education Work Group met June 10th at the DNR Southeast Region Office. At this meeting, the group discussed information and education ideas related to the "smart growth" goal identified by the Partner Team. After discussing what was meant by the term "smart growth" and reaching a consensus, the discussion moved onto how to promote smart growth through information and education. These ideas will be included in a basinwide information and education strategy, along with ideas related to other goals identified by the Partner Team as high priorities. The next meeting will be July 28th, from 9 to 11:30 a.m. at Havenwoods Environmental Education Center. Any member of the Partner Team is welcome to participate in this work group.
