Welcome and Introduction
Co-Chair Steve Seyfert welcomed everyone to the meeting and
thanked them for coming.
-
Repair of Minutes from 12-9-98
-
Identify the resident from Waubeka on the attendance list
as John Feltes.
-
Correct the spelling on the attendance list from Voigt
to Voith.
-
Correct the spelling of Henry Ruess to Henry Reuss in the
section "Report on the Mid-Kettle Moraine Planning
Process.
-
Correct the type of handouts given out by Angie Tornes
to Brochure on the Rivers, Trails, and Conservation Assistance
Program.
Corrections will be made to Partner Web Page and the revised
minutes will be sent within the week.

membership Expansion
Sharon Gayan gave the following update on the status of possible
members to be added:
-
Marlene Johnson has accepted a member position to represent
the residents of Milwaukee. Marlene is an Alderwoman for
the City of Milwaukee and represents constituents in the
Brewer Hill Area.
-
Ken Albinger, President of the Farm Bureau will be contacted
by letter requesting a representative of the Farm Bureau
become a member to represent farm interests.
-
Matt Maroney of the Metropolitan Builders Association of
Greater Milwaukee recommended Kevin Dittmar who represents
the Metropolitan Association of Realtors. Kevin has accepted
a member position to represent the builders and realtors.
Mike Ruzicka will be contacted also.

We are still looking for a representative for the business
community. If you have suggestions, please give them to
Tom Majewski (414) 263-8522.

Barbara Crosser, representing towns has resigned and thanked
the Partner Team for the opportunity to represent the Towns.
Barb requested that the new representative be a town chairperson.
The Chairs will contact the Towns Association for a recommendation.

Frank Trcka and Dave Fowler will ask Bob Boucher for a
representative of the Friends of the Menomonee River or
other environmental groups to serve on the partner team.

Partnership Goals
Six additional goals were added to the list of goals developed
at the last meeting. The additional goals were:

Implement the Milwaukee River Remedial Action Plan.
-
Conduct a mass balance study for 12 miles of Cedar Creek.
The mass balance study would include:
-
where PCBs are located
-
where PCBs are going
-
How they are being transported
-
How much is staying put
-
Develop a user-friendly program for addressing failing
septic systems.
-
Promote Smart Growth initiatives in the Milwaukee River
Basin.
-
Continue to examine landfills abandoned before 1972 for
drinking water health risks in the Milwaukee River Basin.
-
Address the problems associated with milkhouse waste.
-
Eliminating Duplicate Partnership Goals
The team discussed how to eliminate duplicates from the list
of goals brainstormed at our last meeting. The revised list
is attached.
A sub-committee consisting of Carolyn Johnson, Angie Tornes,
Dave Fowler, and Sharon Gayan will work on refining the goals
for the next meeting in February.
A decision on how goals will be voted on (weighted vs. non-weighted)
will be decided at the next meeting. Voting will then take place
on prioritizing the goals.

Partnership Agreement
The team discussed changes to the draft partnership agreement.
The revised agreement is attached.

The Partner Team also decided to begin future meetings at 9:00
am to allow more time for consideration of key issues and refreshments.

Available Financial Assistance
Angie Tornes of the National Park Service announced that The
Challenge Cost Share Program (CCSP) appropriations for FY 1999
have been received in the Regional Office. The funding amounts
remain unchanged from last year, $112,000 for park unit projects,
$120,000 for National Scenic Trails and National Historic Trails,
$20,000 for the Rivers, Trails and Conservation Assistance (RTCA)
Program and $112,000 for the Director's discretion. To be considered
for the discretionary money, projects must be of national scope
or have national impact. This could include projects that may
have a local purpose, but also demonstrate approaches that would
be instructive on a Service wide or national basis.
The deadline for proposals is February 1. There is a maximum
of $10,000 per project for park projects and a maximum of $5,000
per project for RTCA projects.

Public Comment
John Feltes of Waubeka thanked the Partners for their position
on the issue of the Waubeka Dam and suggested that the Partners
have a public relation's person issue news releases on the Team's
actions. John also invited the Partners to a town meeting on
Thursday January 14th regarding the Dam.
