Welcome and call to order at 9:10 a.m by Dean

Meeting minutes from October 16, 2002 were available.
Self-introductions were made by each attendee.
An attendee sign-up sheet was distributed.
Carol Holden (WI-DNR) presented information
on Runoff Management Rules from 9:15 until 10:15 with questions and
discussion. Handout materials on her PowerPoint presentation , contact
information, and specific details of the Rules were available.
The group took a break from 10:15 until 10:30.
At 10:30, Tom Jerow (WI-DNR) introduced Shawn
Puzen (WI-Public Service). Shawn and Tom presented information on
the Barrier Islands project for the Petenwell Flowage. There was discussion
on project specifics such as winter water drawdowns, cost of construction,
sandy materials on-site and how this material may/may not provide
stable islands, carp population, water quality, and need to find a
suitable area for a pilot project.
A motion was made by Dan Trainer to convene a Barrier Islands Work
Group to review information and make a project recommendation to the
Basin Partnership at the next meeting in April. Tom Jerow, Shawn Puzen,
and Bill Ebert are project champions for this project.
Information Sharing:
Plover River
The Plover River Alliance is working on the 1st easement using the
model conservation easement. A third grant is being pursued and headed
by Jason Folstad, UW-Stevens Point graduate student.
Mill Creek
By-laws are in place for this group. Future activities include a watershed
tour and a clean-up day.
Buena Vista drainage district
Alternative watering for livestock is being implemented to get livestock
out of the ditches.
Windshed
Interviewing for a new project manager. Tim Victor is temporary project
manager working on windbreaks.
North Central Wisconsin Regional Planning Commission
Recommendations are going to the steering committee. Five counties
coincide with the Central Wisconsin Basin Partnership area. Draft
document scheduled for June with public comment meetings scheduled
for Rhinelander, Wausau, and Wisconsin Rapids.
Land Legacy
This was a two year effort on ecologically significant areas throughout
the state of Wisconsin. The report will be going to public comment.
Information is available on the WI-DNR website. Report is also available
on CD. A hard copy was available at the meeting.
Status of the Basin Plan
Nineteen broad priorities were identified by WI-DNR, although some
priorities emerged later (i.e., chronic wasting disease, and zebra
mussels in Nepco Lake).
CWBP Purpose
Dean Kaatz discussed the need to identify issues within the basin
and have the Partnership act as a comprehensive planning network.
The next meeting is tentatively scheduled for
April 16, 2003 in Stevens Point.
