Meeting convened at 8:45 AM

Partners Present: Jason Folstad, Tom Jerow, Sally Freckman, Terry Charles, George Bartuls, Arvid Haugen, Dan Trainer, Dean Kaatz, George Rogers, Bob Hess, Laura BerDahl, Rebecca Power, Peter Manley, John DuPlissis, Jack Zimmerman and Don Last.

I. Welcome/Agenda Review – The group met in the UWSP- Schmeeckle Reserve in door conference room. Jason Folstad was introduced as the newest member of the Partnership group replacing Ann Whipp as the Basin Educators partnership assistant.

II. Potential Projects by the AD-HOC Committees. 

A. Surface and Groundwater Quality/Quantity
· White paper Jerow said to be good but not great. 
· Handout about Surface/Groundwater Projects Ideas – Tom Jerow 
1. Education: Create a web page, Water Fair, Water School, Public Meeting for each watershed for the Basin Plan.
2. Inventory: Help with baseline data collection, identify old data, new data and gaps in data and start up a groundwater-monitoring program.
3. Projects: Ecological restoration: Little Plover River, Lost Creek, Mill Creek, Fourteen Mile Creek and shoreline restoration tax relief for compliant property owners in our region. 

B. Vegetation Management
· White paper was said not be in final draft form. 
· Handout about Vegetation Management Project Ideas – Arvid Haugen
1. Set up an Invasive Species Task Force, to increase awareness of the sale and use of non-native species in our region.
2. Help Golden Sands with Wisconsin Family Forest Alliance in developing a grass roots approach in development of land management plans for individual landowners. 
3. Create a curriculum using each counties School Forest as a teaching aid for educating school age students about environmental awareness.

C. Land Aesthetics
· White paper is still in the draft form. 
· Handout of Draft White Paper and Ideas for potential projects.
1. Have the partnership prepare a guide titled "Guide to Land Aesthetics" and distribute them to local government agencies, Realtors and developers to incorporate green space in their development plans.
2. Set up and create more Well Head Protection Sites.
3. Educate developers, Realtors, surveyors and zoning personnel about cluster living and the pro’s and con’s of it.

I. Project Identification and Development Cont.

· In our partnership group during an open discussion we came up with a list of projects that we may be interested in starting up or helping other partnerships in the region achieve their goals. Below is the list of ideas we came up with and people who may be interested in helping get that particular goal on its way.
- Assessment of Mill Creek in determining what water quality impacts this stream is faced with. (Tom Jerow)
- School Forest and how we can better utilize them for educating our public schools and the general public. (John DuPlissis)
· Education on Invasive Species and how they can impact our local and regional landscape. (Arvid Haugen) 
· Assessment of Little Plover Groundwater Supply, and what factors may be influencing it. (George Rogers, Tom Jerow) 
· Getting landowner involvement into Fourteen-Mile Creek Watershed, which may one-day lead to funding for education in becoming an environmentally friendly riparian landowner. (Kim ?????, Jack Zimmerman) 
· Cluster Development, creating and maintaining a land use demo. (Laura BerDahl) 
· Education on Forest Fragmentation in Adams County. (Kim ???????) 
· Get feedback from all 29 watershed on our Central Wisconsin Basin Plan and hopefully find a common link bringing everyone to a consensus. (Jason Folstad) 
· Wisconsin Family Forest, help Bill Ebert with keeping the project moving forward. (All) 
· Send out Newspaper, Radio and Public TV announcements educating the general public on environmental awareness.

I. Statewide Partnership Summit Report
· Attendance consisted of mainly members who are currently involved in a partnership group. 
· Our CWBP had an outstanding member attendance. 
· We learned what other partnerships are doing and listened to several key speakers. 
· Our CWBP and Door County partnership groups are blazing the way for the other 21 partnership groups involved in Wisconsin.

I. Working Group Updates
A. Plover River Working Group
· Talked to DOT and told them we would like to see the proposed by-pass take County road HH and not have to cross the Plover River. 
· Working on getting conservation grants to get easements along the Plover River
A. Yellow River Working Group
· Focused on getting a diverse working group. 
· Need to find stakeholders to increase public interest. 
· Public Referendum failed for Yellow River Project on April 3rd. 

I. Membership Issues
Passed out a letter from Tom Lochner addressed to the Central Wisconsin Basin Partnership that dealt with his concerns about the partnership group as a whole. In the letter he was describing the difficulty he is having staying involved with the CWBP when we are not trying to expand the membership and scope of the group to reach Agricultural Producers.
